The present invention relates generally to electronic commerce, and more specifically, to a method and system of executing electronic commerce transactions over the Internet. Existing electronic commerce solutions have scalability and security problems which have prevented their widespread use. The invention provides a flexible solution that does not have the same demands on bandwidth, memory and processor power, and at the same time is very secure. An access certificate is created which describes a billing chain between a Service Provider and an End User, generally passing through the End User's Internet Access Provider with whom he has an invoicing arrangement. This billing chain gives the Service Provider assurance that he will receive payment for the service being supplied, and allows the Service Provider to defer invoicing and collecting tasks to the Access Provider.
