PROBLEM TO BE SOLVED: To prevent the occurrence of a secondary fault when a faulty package comes off its connector while live line insertion/removal is made on the faulty package. SOLUTION: A plurality of control packages 11 is connected to a system bus 100 through corresponding connectors and a live line insertion/removal control circuit section 12 recognizes the start and end of the insertion/removal of the control packages 11 into/from the connectors from a long-pin connecting state signal 102, a middle-pin connecting state signal 103, and a short-pin connecting state signal 104. The circuit section 12 instructs all control packages 11 to lock buses when one control package 11 is inserted or removed from its connector. A live line inserting/removing sequence monitoring section 13 recognizes that abnormality occurs in the connector of one control package 11 when the bus locking reaches a specified period of time or longer and prevents the package 11 from coming off from the connector.
