PROBLEM TO BE SOLVED: To eliminate the need of multiple panels corresponding to plural function specifications by executing black solid print by means of cutting a character, printing the part of the character and black solid print thereabout with a bright color, and fitting a surface and a rear face so that they appear on the surfaces. SOLUTION: A return 1a turned to a rear side and a return 1b turned to a surface side are arranged in a transparent board 1 constituting a panel, a spacer is sandwiched by the return 1a or the return 1b and the panel is fitted. In the transparent board 1, the rear face is printed and it is printed in solid black by leaving a part where a character part is formed and cut parts 2a through which light from LED passes in the first process of the print. Then, bright color print such as white is executed in the second process of print and the character part 3a reaching the transparent board 1 is formed by bright color print 3. Consequently, it is not necessary to preserve plural panels by a user.
