PROBLEM TO BE SOLVED: To optimize the cost of a building component by avoiding the total design for sound insulating a building from being excess. SOLUTION: This device is provided with a storage means (specification/ measure database) to store plural specifications to be candidates for baffle measures of the building component, an input means (S1 to S4) to input data regarding plural propagation routes through which a position of a room to be an object in the building, a kind and position of a noise source, noise from a noise source reache inside the room, a calculating means (S6 to S8) to calculate noise levels to intrude inside the room through each propagation route from the noise source respectively based on the data and to calculate a synthetic noise level by synthesizing the calculated noise levels and a selecting means to select the specification of the baffle measure of the building component by referring to the storage means.
