PROBLEM TO BE SOLVED: To obtain an onboard information communication system that confirms presence of newcome information without being charged. SOLUTION: A connection request is made in a step 31d. When number of calling times is a prescribed value (n) or below in a step 32, the processing continues to a step 33, and when a reply result indicates rejection in the step 33, the processing continues to a step 36, where interruption is processed. Furthermore, the result of reply indicates acceptance, the processing continues to a step 34, where line connection is conducted. Acquisition processing of the newcome information is executed in a step 35 and the interruption processing is conducted in a step 36. The result of reply indicates 'none' in the step 33, the processing returns to the step 32 again, the processing after the step 32 is repeated, and when number of calling times exceeds the prescribed value (n) in the step 32, the processing continues to a step 37, where absence of the newcome information is discriminated.
