PROBLEM TO BE SOLVED: To provide a down converter which performs frequency conversion of an in-building up signal transmitted from a terminal device through an upconverter into an up signal for a two-way CATV system with reduced signal loss and with no influence on the operation of a device for transmission of an external system. SOLUTION: In this down converter which performs frequency conversion of an in-building up signal inputted from a transmission line in a building via an internal connection terminal T3 and outputs it to an external system through an external connection terminal T1, the intra-building up signal inputted from the terminal T3 is inputted to a frequency converting part via an HPF(high-pass filter) 40, and the up signal after the frequency conversion is outputted to the terminal T1 side via an LPF(lowpass filter) 62. Also, a down signal inputted to the terminal T1 is led to a down signal path L via an HPF 32 and outputted to the terminal T3 from the path L via an LPF.
