PROBLEM TO BE SOLVED: To suppress hydration reaction by dissolving at least one of adipic acid, benzoic acid, or their salts into a solvent where ethylene glycol and water are mixed, and adding an N-hydroxyethylethylenediamine triacetate indicated by a specific expression. SOLUTION: At least one of adipic acid, benzoic acid, or their salts into a solvent where ethylene glycol and water are mixed, and an electrolyte where an N-hydroxyethylethylenediamine triacetate indicated by an expression is added is used, thus manufacturing an electrolytic capacitor. By adsorbing the N-hydroxyethylethylenediamine triacetate to a foil surface, the hydration reaction between water in the electrolyte and the electrolytic foil is suppressed at high temperatures, even if the amount of water to be added increases and the generation of gas is suppressed. Also, the amount of N- hydroxyethylethylenediamine triacetate to be added preferably ranges from 0.1 to 3.0 wt.%. The amount of water to be added ranges suitably from 10 to 30 wt.%.
