PROBLEM TO BE SOLVED: To accurately perform signal transfer between blocks all the time by supplying a main clock to plural blocks, performing frequency division of the main clock, using it as a 1st or 2nd clock, inputting the 1st or 2nd frequency division clock, comparing the phase of a main clock unit of each frequency division clock and outputting comparison results. SOLUTION: This device is provided with a phase comparing part 115 which compares the phases of a frequency dividing clock which is used by an image pickup part 110 and a system controlling part 120 in an image pickup device 100. Thus, the phase relationship of a control signal between the parts 110 and 120 can be adjusted in a normal state from comparison results in the parts 115. Also, the power supply on/off of the part 110 can independently be controlled. Then, in the case of a standby state, etc., in which an image pickup operation is not performed, the power supply of the part 110 is turned off independently so that needless power consumption can be prevented.
