PROBLEM TO BE SOLVED: To simply change number of charging seconds and a unit charge in response to factors such as a transmission area, a receiving area and a communication distance. SOLUTION: A number of second table 3 stores number of second data for each message billing index(MBI) and a unit charge table 4 stores unit charge data for each message billing index, respectively. Then the message billing index is detected depending on a transmission charge calculation area number detected on the basis of a caller number attached to information sent from a caller and on an receiving charge calculation area number detected on the basis of an incoming number received from the caller, number of second data and unit charge data corresponding to the detected message billing index from the number of second table 3 and the unit charge table 4 respectively and they are outputted as setting charge information denoting a communication charge. Since the setting and revision of the communication charge are simply made by rewriting data of the tables 3, 4, the charge setting and revision in response to the transmission area or the like can simply be made.
