PROBLEM TO BE SOLVED: To give a signature without requiring large facilities nor trouble and to limit the frequency of signing by obtaining signature key information characteristic of a module and giving the signature to distribution information by using the signature key information and signer's secret information. SOLUTION: A signature means 16 calculates a hash value for distribution information and sets it in a variable. Signer's secret information is taken out of a 1st signer's secret information storage means 17 and set in a variable. A signature information selecting means 13 takes signature key information corresponding to a product identifier out of a signature key information storage means 15 and sets it in a variable. The signature means 16 calculates a 1st signature value for the variable by using the signer's secret information and sets it in a variable. A distribution information generating means 11 calculates a 2nd signature value for a variable by using the signature key information and calculates a signature value for a final variable. Then a writing means 5 adds a new record to the distribution information of a data carrier 1.
