PROBLEM TO BE SOLVED: To provide a network control system capable of reliably switching a manager even when a serious fault is generated in an active manager while reducing a communication quantity between the active manager and a reserved manager. SOLUTION: At the time of detecting the generation of their own fault, agent managers 12a and 12b transmit fault generating information to both of an active manager 20 and a reserved manager 28. At the time of receiving the fault generating information, the manager 20 informs an external device 36 of the generation of the fault in the agent 12a or 12b. On the other hand, at the time of receiving the fault generating information, the manager 28 inquires the presence/absence of the fault generation in the manager 20 to the manager 20 and at the time of judging that the manager 20 is in the fault, gives information on the fault generation in the agent 12a or 12b to the device 36 in stead. Thus, the number of the inquiring times of the fault generation to the manager 20 from the manager 28 is reduced in this way.
