PROBLEM TO BE SOLVED: To provide a device and a method for controlling communication with which a mobile communication system is not turned into congested state but a satisfactory communication state can be maintained at all the time even when many persons are concentrated at one place in the same time band. SOLUTION: A private branch exchange 1 is composed of a central control part 1a for controlling the entire exchange and a storage part 1b for storing communication managing information such as the position registration information of a portable mobile terminal or maximum value data showing the number of portable mobile terminals capable of registering positions for each radio base station or the like. On the basis of the communication managing information stored in the storage part 1a, the central control part 1a limits the number of portable mobile terminals to be registered corresponding to the radio base station so as not to exceed a maximum value and even when the position registration is regulated, since the position of the portable mobile terminal satisfying prescribed cancel conditions is registered, a call can be terminated to the specified portable mobile terminal.
