PROBLEM TO BE SOLVED: To provide a barrier rib having a high aspect ratio on a dielectric layer by setting the surface roughness of the dielectric layer formed on a substrate so as to cover plural address electrodes formed on the substrate within a dimension in a specific range. SOLUTION: This back plate 11 is provided with address electrodes 14 formed in parallel with one another at a predetermined interval through a base layer 13 on one side of a back glass substrate 12, a dielectric layer 15 formed so as to cover the address electrodes 14, barrier ribs 16 formed on the dielectric layer 15 so as to be positioned between the address electrodes 14, and a phosphor layer 17 formed so as to cover the wall surfaces of the barrier ribs 16 and the dielectric layer 15. The surface roughness Ra of the dielectric layer 15 is set in the range of around 0.1-10μm. When the surface roughness of the dielectric layer 15 is less than 0.1μm, the adhesion of the barrier rib pattern to the dielectric layer 15 becomes insufficient at the forming stage of the barrier ribs 16, and while the surface roughness exceeds 10μm, the formation of the barrier rib pattern becomes undesirably difficult by the increase of defects such as chips and cuts.
