PROBLEM TO BE SOLVED: To suppress the occurrence of a nonusage area which occurs whenever re-arrangement is repeated by executing loading in a first-time re-arrangement area when a module size is smaller than a first-time re-arrangement area size. SOLUTION: When a table after change is stored in an auxiliary storage device and re-loaded, the nonusage area address of the re-arrangement area is obtained from a management table and loaded. Then loading and the area size are stored in a management area as the table 40'. In order to re-load a program, a loading position and the area size are stored in the management area as the program 40' and the position and the area size of the program 40' are also stored in the management area. When re-loading is executed again, the area size of the program 40' is compared with the module size for re- loading. Then re-loading is executed at the position of the program 40' when the module size is the same or smaller.
