PROBLEM TO BE SOLVED: To provide a fixing device that can obtain a stable fixed image by restraining such a phenomenon that toner is scattered backward or toner offset even when high-speed operation is contrived, and an image forming device using the same. SOLUTION: In this fixing device provided with a rotating body having a heating source and a pressure member forming a press-contact part with the surface of the rotating body recording material is carried while it is held in the press-contact part and a toner image electrostatically stuck and formed on the surface of the recording material is thermally fixed on the recording material. The device is provided with an electrifying means (corotron electrifier) 10 electrifying the surface of the rotating body to the same polarity as the toner. Thereby, since an action to electrostatically press or attract the toner image on the recording material comes about, the excellent fixed image without toner scattering backward is obtained even when recording speed is made high and the pressure of water vapor gets high.
