PROBLEM TO BE SOLVED: To facilitate the operation setting of a handy terminal by creating setting information which indicates a set class and creating setting files including the setting information. SOLUTION: The operation of the handy terminal is executed based on the setting files in a hard disk and one setting file expresses a processing consisting of a series of operations. The setting files include an optionally set title number and a title name, optionally set to within 6 words of Japanese, for recognizing a processing expressed by the setting files and they are displayed on a title screen 41. Besides, the setting files also include a setting item indicating the existence of response waiting where a reception waiting screen 46 is displayed to wait a result telegraphic message from a host and include the setting item indicating the existence of a working section for recognizing a reception waiting time when response waiting exists and the working state of a host unless it exists. The setting files are created by a file creating device and downloaded by the handy terminal.
