PROBLEM TO BE SOLVED: To make measurable the amount of a thawing agent remaining on a road by picking up the image of a road where the thawing agent mixed with a fluorescent dye is sprayed, with a video camera and at the same time, measuring the road temperature with a radiation infrared thermometer. SOLUTION: A thawing agent where fluorescent dyes are mixed is sprayed onto a frozen road in advance. After that, a vehicle where a detection device 2 is mounted drives on the road where the thawing agent remains, ultraviolet rays are applied to the road surface from an ultraviolet emission board 5 that has been installed in the detection device 2, and light from the fluorescent dyes is shot by a video camera 4. In this case, the temperature of the road surface is also measured by a radiation infrared thermometer 6, further the road where the vehicle is driving is specified by a driving position-measuring device 7 that has been installed at the upper portion of the vehicle, and at the same time the vehicle speed is measured by a speedometer 8. Then, data on the state of fluorescent dyes, a road surface temperature, the driving position of a vehicle, and a driving speed are inputted to a computer 3 to measure the amount of thawing agent remaining on the surface of a road and its position.
