PROBLEM TO BE SOLVED: To prevent illegal use with good operability and high reliability by providing a locking function which enables an operation unless a picture matched with a previously registered password picture is inputted. SOLUTION: A possessor operates a key input part 5 and therefore it takes in a picture (the picture of the iris of an eye and the picture of a fingerprint, for example) of a physical feature part of the possessor from a lens part 9. The picture taken into a portable radio telephone from the lens part 9 is A/D- processed in a picture processing part 10 and is preserved in a memory part 11 as a password picture. The password picture is inputted to the memory part 11 and therefore a system becomes a dial locking (non-enter of key input part 5) state. When the system becomes the dial locking state, a calling operation is disabled and the set cannot be used. In a method for releasing the dial locking state, the picture similar to the password picture that is previously registered in the memory part 11 can be taken in. The possessor can simply take in the same picture.
