PROBLEM TO BE SOLVED: To uniformly apply a resin with low cost equipment by fixing the discharge quantity of the resin per unit time and controlling the rate of the movement of a dispenser in the coating by discharging the resin while moving the dispenser along the surface of a material to be coated. SOLUTION: A dispenser driving part 10 for controlling the movement of the dispenser D for discharging and applying the resin while changing the rate of the movement of the dispenser D is provided and a XY stage driving part 30 for moving the coating point on an element direct under the dispenser D by moving a movable XY stage 20 to the dispenser D is provided. The driving parts 10, 30 are controlled by a controller 40 provided with a dispenser moving rate calculation part 40a and the XY stage controller 40b. The resin is uniformly applied on the whole surface to improve the reliability of a product by changing the rate of the movement of the dispenser D in accordance with the parameters and fixing the discharge quantity per unit time to be applied solid.
