PROBLEM TO BE SOLVED: To make the increase/decrease adjustment impossible of basic deformation quantity of a spring after the delivery of a pinball game machine. SOLUTION: In this device, serration 72a of a serration body 71 is engaged with a serration face of a torque cap 65, and then a locking claw 76 is meshed with an engaging hole 66a to cover the serration body 71 with a lock cover 75. When the serration body 71 is rotated, the serration 72a deforms an elastic piece 67 elastically outward to change the meshed position with the serration face. The basic torsional deformation of a coil spring is adjusted by the rotation of the serration body 71. When the lock cover 75 is advanced and engaged with an engaging hole 66b after adjusting the coil spring, the lock cover 75 impedes the elastic deformation of the elastic piece 67 to impede the rotation of the serration body 71, so that the deformation quantity of the coil spring is unadjustable.
