PROBLEM TO BE SOLVED: To provide a translucent soundproof plate provided with translucency, transparency, sound-absorption property, and sound insulation property, and to provide a soundproof wall using the sound proof plate. SOLUTION: A translucent sound absorbing material 1 which is obtained by arranging a porous plate on both or a single side of a translucent film material such as a synthetic resin film, and a translucent sound insulation plate 2 formed of a polycarbonate or the like are made into a panel by a panel frame member 3, and an internal sound absorbing material is arranged inside the panel. The translucent soundproof plate has translucent property, and when used as a soundproof wall, it becomes a soundproof wall which does not block sunshine or the field of view.
