PROBLEM TO BE SOLVED: To improve adhesion strength between an open-graded asphalt concrete layer and an elastic layer while securing permeability by adhering the open- graded asphalt concrete layer and an elastic layer having a gap by binding an elastic aggregate with a binder through a resin mortar layer containing silica sand. SOLUTION: After a resin mortar layer 2 containing silica sand is formed on the surface of an open-graded asphalt concrete layer 1, an elastic layer 3 binding an elastic aggregate 3a such as at least rubber chips by a binder is formed on the resin mortar layer 2. Thereby since adhesion structure utilizing the unevenness of the surface of the open-graded asphalt concrete layer 1 and the anchoring effect of the resin mortar layer 2 entering the inside of a gap is formed, adhesion strength between the open-graded asphalt concrete layer 1 and the elastic layer 3 is improved while permeability is secured, a construction period can be shortened as compared with the case where polymer cement is used.
