PROBLEM TO BE SOLVED: To prevent a packer from being broken due to friction with the inside wall of a boring hole. SOLUTION: A boring hole is made by a boring rod 12 in a state that a packer 10 provided in a boring rod 12 is contained in the radially inward direction of a cover for the packer 10. The boring rod 12 is axially shifted against the cover 16 for the packer to deviate the packer 10 from the cover 16 for the packer. A fluid for expansion is supplied through a feed pipe for the fluid to expand the packer 10.
