PROBLEM TO BE SOLVED: To provide a single-motion type implement for setting the upper surface for placing which is used for ensuring the accuracy of the upper surface in the vicinity of the edge of a floor of reinforced concrete in contact with a longitudinal reinforcing bar in the case when the floor is placed in a state wherein the longitudinal reinforcing bar is made to project at a plurality of spots on the surface of the floor, and to provide a method for leveling accurately and uniformly the vicinity of the edge of the floor by using this implement. SOLUTION: This implement is comprised of a clip 1 which can be fixed to a longitudinal reinforcing bar 5 with a fastening pressure at a spot being in contact with the upper surface for placing concrete and of an L-shaped upper surface plate 2 for setting the top end of placing. The clip 1 has a fixing lever 3 and a pawl 7 for fixation which are needed when it is fixed and a fixation canceling lever 4 needed when it is unfastened. The L-shaped upper surface plate 2 has a level plate 9 and a back plate 10 formed at a right angle thereto.
