PROBLEM TO BE SOLVED: To cut off heat conduction as much as possible by laminating a low moisture permeable sheet on at least one surface of a heat insulating sheet such as felt, nonwoven fabric, extremely low density paper, cloth or a ceramic sheet. SOLUTION: In a heat insulating composite sheet 1 for a building member, a low moisture permeable sheet 3 is laminated on one surface of a heat insulating sheet 2 such as felt, nonwoven fabric, extremely low density paper, cloth or a ceramic sheet. Since the low moisture permeable sheet 3 restrains or substantially eliminates moisture permeability to an adjacent heat insulating sheet 2, and prevents the deterioration of heat insulating performance by absorbing moisture by the heat insulating sheet 2. This low moisture permeable sheet 3 is composed of a polyamide resin, a cellulose triacetate resin, cellophane, a polystyrene resin, a polycarbonate resin, a polyallylate resin or a polyimide resin to be thus applied to a building material to improve heat insulating performance.
