PROBLEM TO BE SOLVED: To securely prevent damage of a water permeable cylinder. SOLUTION: A structure constituted of a hollow external pipe 21 rotating a hollow pipe 20 and a fixed hollow internal pipe 22 inserted in the hollow external pipe 21 is used in the construction method of a sand pile, in which a sand pile covered with water-permeable cylindrical bodies 23, leaving the water permeable cylindrical body 23 filled with sand S in a ground. The water- permeable cylindrical body 23 is inserted in the hollow internal pipe 22, and the hollow external pipe 21 is rotated while filling sand S in the water- permeable cylindrical body 23 of the hollow internal pipe 22 to penetrate the hollow external pipe 21 and the hollow internal pipe 22 in the specified depth of the ground 1. And then, the hollow external pipe 21 is rotated while supplying compressed air to draw out the hollow external pipe 21 and the hollow internal pipe 22 and construct the sand pile 9 covered with the water-permeable cylindrical bodies 23.
