PROBLEM TO BE SOLVED: To provide a catalyst packing frame so that planar catalysts can be calcined in a state (unit) wherein they are packed in the frame and after calcination, a void is not produced in the frame. SOLUTION: In a packing frame for planar catalysts 2 wherein, in the open upper part of a metal frame 1 with a u-shaped cross section, a cover 3 is installed, the side faces of the metal frame 1 and the side faces of the cover 3 are engaged with each other to close the cover. The packing frame has engaging means 4, 5 for fixing the metal frame 1 in plural arbitrary positions in the vertical direction. In a method of manufacturing this unit, after the planar catalysts 2 are laminated and packed in the frame 1, they are calcined. After that, the projections 4 and recessing parts 5 are utilized to fix the cover 3 in a position wherein the cover 3 is pushed in.
