PROBLEM TO BE SOLVED: To obtain a percutaneous absorption agent permeating the skin for a long period at a proper permeation speed, giving suppressed variation of the drug concentration in blood, having persistent drug action and useful for hypertension, or the like, by providing a skin-contacting material containing a compound having angiotensin II receptor antagonistic action and a supporting substrate. SOLUTION: The objective agent is composed of (A) a skin-contacting material containing a compound having angiotensin II receptor antagonistic action such as 2-ethoxy-1-[[2'-(1H-tetrazol-5-yl)biphenyl-4-yl]methyl]benzimidazole-7- carboxylic acid (salt) in an amount of preferably 0.01-70 wt.% (based on the skin-contacting material) and containing a skin permeation controlling substance (the content is preferably 0-70 wt.% based on the weight of the skin contacting material) and (B) a supporting substrate such as a backing layer. Preferably, the skin permeation controlling substance is selected from fatty acid esters, polyhydric alcohols and nonionic surfactants and the content of the compound having angiotensin II receptor antagonistic action is 0.01-100 mg/cm2 based on unit area of the skin contacting with the skin-contacting substance.
