PROBLEM TO BE SOLVED: To prevent the impairing of startability by forbidding the supply of lubricating oil until the stability in an operational state of an internal combustion engine is determined. SOLUTION: An electromagnetic drive valve 40 prevents impairing of startability and forbids the supply of lubricating oil until a starting state of an internal combustion engine 10 is released, that is, until the operating state of the internal combustion engine 10 is stabilized. Whether a starter switch included in a key switch 34 is transferred from an off state to an on state or not is discriminated, and the starting is repeated until it is discriminated. When the transfer of the starting switch from the off state to the on state is determined, a process for actuating a starter motor built in the internal combustion engine is executed, and the cranking is started in the internal combustion engine 10. The speed of rotation of the engine is detected on the basis of an output signal of a speed of rotation sensor 32, whereby the impairing of the startability of the electromagnetic drive valve and the internal combustion engine can be prevented.
