PROBLEM TO BE SOLVED: To facilitate bonding between paper band terminals. SOLUTION: A paper band 16 with its surface coated with a thermoplastic resin adhesive is used as a packing band, and an adhesive on the faces opposite to each other of ends 16a and 16b on which the paper band is overlapped is heated and melted by a heater 38 inserted and disposed between the faces opposite to each other, and an adhesive melting part is pressure-bonded by inner block (pressure-bonding member) 30 to weld and bond the overlapped sections of the paper band.
