PROBLEM TO BE SOLVED: To permit efficient traveling during traveling and to obtain an effective speed reducing effect during deceleration by clamping a tire by a pressure adjusting means for pressing the tire from the cross direction to the inner peripheral side to make the air pressure high and reduce the friction, and lightening the clamping pressure to increase rolling friction. SOLUTION: This device includes a pressure adjusting means 1 for pressing a tire T from the cross direction of the tire T to the inner peripheral side of the tire T. In the pressure adjusting means 1, a pair of pressing parts 1a are projected from the wheel H side to press both sides in the cross direction of the tire T, and the tip parts are disposed to clamp the tire from both sides of the tire T. By the pressure adjusting means 1, the tire T is clamped to make the air pressure high and reduce the rolling friction of the tire T, and the clamping pressure is lightened to make the air pressure low and increase the rolling friction. Thus, during traveling of a vehicle, traveling can be performed efficiently, and during deceleration, a decelerating effect can be heightened.
