PROBLEM TO BE SOLVED: To ensure the base isolating effect to all directions within a horizontal plane and to provide a stable damping effect with a simple structure to facilitate the maintenance and inspection by providing a plurality of pendulum groups combined so as to vibrate three sets or more of pendulum mechanisms in the same direction, and assembling each pendulum group so as to be mutually orthogonal. SOLUTION: Three sets of foundation circular receiving bodies 4 are provided on the upper surface of a foundation base 1, and three sets of intermediate rotating bodies 5 mounted on the lower surface of an intermediate body 2 are supported on the foundation circular receiving bodies 4 to constitute one pendulum group. Three sets of intermediate circular receiving bodies 6 are provided on the upper surface of the intermediate body 2, and three sets of loading rotating bodies 7 mounted on the lower surface of a loading base 3 are supported on the intermediate circular receiving bodies 6 to constitute another pendulum group. Further, the foundation circular receiving body 4 and the intermediate circular receiving body 6 have a lower load receiving part for transmitting a vertical force and lower horizontal force receiving part for transmitting a horizontal force which consist of the same conical surface. The intermediate rotating body 5 and the loading rotating body 7 also have an upper load receiving part for transmitting a vertical force and upper horizontal force receiving part for transmitting a horizontal force which consist of the same spherical surface.
