PROBLEM TO BE SOLVED: To obtain a coating composition which can exhibit an excellent leveling effect by selecting a composition comprising photocatalytic metal oxide particles, a difficultly decomposable binder, a solvent, and a fluorine-containing surfactant, wherein the photocatalytic metal oxide particles and the difficultly decomposable binder are used in a specified total amount. SOLUTION: This composition comprises (A) a photocatalytic metal oxide having a mean particle diameter of 1-100 nm, (B) a difficultly decomposable binder, the component A/component B ratio being 90/10 to 20/80; 0.01-5 wt.%, based on the total of components A and B, mixed solvent comprising at most 20 wt.% water-soluble solvent having a boiling point of 120 deg.C or above and a water-soluble solvent having a boiling point of below 120 deg.C; and 0.0005-2 wt.% fluorine-containing surfactant (e.g. perfluoroalkylsulfonic acid). The photocatalytic metal oxide used is exemplified by anatase, brookite, or rutile titanium dioxide, tin oxide, zinc oxide, or dibismuth trioxide. The difficultly decomposable binder is exemplified by a hydrolyzable silane, an alkyl silicate, a polyorganosiloxane, or colloidal silica.
