PROBLEM TO BE SOLVED: To obtain a prophylactic and therapeutic agent for brain edema, cerebrovascular disease or cephalopathy having low toxicity, brain protecting action, excellent safety, brain transfer, metabolic stability by making the prophylactic and therapeutic agent include a specific 1,3-azole compound. SOLUTION: This prophylactic and therapeutic agent comprises a 1,3-azole compound of the formula [R1 is H, a (substituted) hydrocarbon, a (substituted) heterocyclic group, a (substituted) amino or an acyl; one of R2 and R3 is H, a (substituted) pyridyl or a (substituted) aromatic hydrocarbon and the other is a (substituted) pyridyl; X is S, O, NR4 (R4 is H, a hydrocarbon, an acyl, or the like)] which is substituted with a pyridyl group that may contain a substituent at least at one of the 4-position and the 5-position and may be N- oxidized, such as N-[4-(4methoxyphenyl)-5-(3-pyridyl)-1,3-thiazol-2-yl]acetamide. A daily dose of 1,3-azole compound is preferably 1-20 mg/kg body weight as an injection.
