PROBLEM TO BE SOLVED: To obtain the subject preparation capable of improving chapped skin in the summer, having fresh feeling in use, used for expressing make-up finish without thick feeling and useful as a cosmetic material in the summer by making the preparation contain a specific mucopolysaccharide and a polar compound. SOLUTION: This preparation contains (A) one or more materials from polysaccharides (preferably the one containing a heparin analogue) and (B) a polar compound having a branched alkyl group. As the ingredient B, a higher alcohol, a branched fatty acid and its derivative are preferably used. Isooctanol, isooctanoic acid, or the like, especially its ether with a polyoxyethylene as a derivative, or the like is used as the ingradient B. The preferable content of the ingredient A is 0.001-10 wt.% and that of the ingredient B is about 1-20 wt.%.
