PROBLEM TO BE SOLVED: To provide a method and an apparatus for easily cogging a difficult- working steel material, with which the lowering of a steel block temp. is prevented at the carrying time in the interval from a heating furnace to a cogging press without repeatedly heating. SOLUTION: The heated steel block 2 is carried while covering with a heat insulating cover 5 excellent in the heat insulating function during the interval since ejecting the heated steel block 2 from the heating furnace 1 till reaching the cogging press machine 4 for cogging press, and the cogging press is applied with the cogging press machine. In this way, the cogging, in which the surface crack at the cogging time of the difficult-working material, such as a tool steel, is not generated, can be executed and the improvement of quality, productivity and yield can be obtd.
