The invention relates to an implant for at least partially creating, recreating or stabilising vertebral bodies or tubular bones. In said implant , a metallic, non-metallic or ceramic hollow body is coated with an active ingredient complex or comprises said active ingredient complex. The active ingredient complex has the following components which differ from one anothe r and are specifically adapted for creating bones: at least one structural component, based on extracellular material which is specifically adapted to the cells of the bone which is to be created, at least one recruiting component, at least one adhesion component and at least one growth and/or maturation component. The metallic hollow body consists preferably of titani um or a titan alloy and is configured as a cylinder which comprises a lattice structure. The non-metallic hollow body consists of carbon fibres and the ceramic hollow body consists of a calcium phosphate, aluminium oxide or hydroxylapatite ceramic. The active ingredient can be applied to support materials which have been selected from polymers and collagens, in order to reduce the quantity of the necessary active ingredient.
