A pigment dispersing solution is composed of the pigment 0.4-6g, water 94-99.6g and surfactant 1-1.2g. Spread the solution after adding a binder at the rate of 2-12g. It is preferable to use propylene oxide Ethylene oxide Surfactant(PES) as the surfactant and a silicate or polyvinyle alchol as the binder.
