PURPOSE: An apparatus and a method for incinerating wastes are provided to suppress the generation of ash, smell, harmful material and fume and to avoid pollution. CONSTITUTION: In a state of 1300 to 1600°C of an incineration temperature in a combustion chamber(12), wastes are inputted in the combustion chamber by a certain amount by a hopper. The conveyer is stopped in a state that a conveyer is driven for thirty minutes and the waste is accumulated on a first shutter. At the same time, the first shutter is opened and a second shutter is closed. The wastes are inputted in a first distribution chamber(222) and preserved on an upper part of the second shutter in the first distribution chamber. The second shutter is opened and a third shutter is closed. Thus, the wastes are continuously inputted in the combustion chamber by a certain amount by repeatedly opening and closing each shutter.
