A rotatable stand (122) is rotated to perform allocation of a wrapper (116) from a wrapper distributor (102) to the sides of a luggage (124). A wrapper is disconnected automatically between a luggage and a wrapper distributor. A wrapper retainer, which holds a wrapper, moves automatically to generate, store and discharge energy.
