PROBLEM TO BE SOLVED: To make a line-marking device easily and accurately settable to the reference point of a ground plane. SOLUTION: A base 3 on which the main body 2 of a line-marking device is mounted is composed of a transparent ground level plate 8 set to a ground level, and a transparent mobile plate 9 which is provided on the ground level plate 8 and on which the main body 2 is fixed. The mobile plate 9 is horizontally rotatably coupled with the ground level plate 8 with an internal pipe 14 and an external pipe 15 firmly fixed to the ground plate 8. At the center of the internal pipe 14 fixed to the ground level plate 8, a passing point 21 is indicated in red color, and the line-marking device is set so that a marking line projected from a laser beam emitting port 4 may pass over the passing point 21.
