PROBLEM TO BE SOLVED: To provide a long-life hard fixing roller having sufficient toner releasing property, capable of preventing peeling offset and obtaining a high-quality electrophotographic image. SOLUTION: This hard fixing roller used for an image heating and pressure- fixing device in an electrophotographic image forming device is provided with a heat resistant resin covering layer which is formed on a metallic cylindrical core bar and in which fluororesin is mixed and dispersed, wherein the heat resistant covering layer is fired at a temperature of >=300 deg.C. Preferably, the heat resistant resin covering layer is a polyimide resin layer, and the volume resistance of the polyimide resin layer is 1×103 to 1×1010Ω/cm2.
