PROBLEM TO BE SOLVED: To measure exact breathing flowrate and flow velocity by preventing overrotation of a rotor. SOLUTION: In a cylindrical casing 1 of which inside has a flow path 2D, a pair of deflection members 4 positioning in the middle of the flow path 2D are attached and a rotor 5 is rotatably pinched in between the deflection members 4. The rotor 6 is constituted of a rotation shaft 6A supported by a pivot bearing 5 of the deflection members 4, two vane parts 6B extending from the rotation shaft 6A and an overrotation prevention piece 6C provided in nearly T-shape at the tip of the vane parts 6B. By this, when breathing air flows in the flow path 2D, eddy current due to the deflection members 4 is received by the vanes 6B and so the rotor 6 rotates. On the other hand, when no breathing air flows in the flow path 2D, the rotor 6 terminates due to the air resistance by the overrotation prevention piece 6C.
