PROBLEM TO BE SOLVED: To improve a flame generating voltage to thereby increase the withstand voltage, and increase the withstand voltage of an electrolytic capacitor to thereby reduce losses, by dissolving at least one kind selected from carboxylic acid or a salt thereof expressed by a predetermined formula. SOLUTION: A polyatomic alcohol serving as a solvent is used singly or in mixture with ethylene glycol, diethylene glycol, propylene glycol, and the like. Carboxylic acid or a salt thereof expressed by a formula is dissolved as a main solute into this polyatomic alcohol dissolves. Note that the amount of dissolution of carboxylic acid or a salt thereof is preferably within the range of 1-30 wt.% The amount of dissolution less than 1 wt.% is not so effective in improving the withstand voltage and losses of the electrolytic capacitor. Further, the amount of dissolution exceeding 30 wt.% which brings the solution closer to saturation, reduces the low-temperature characteristics of the electrolytic capacitor. When the amount of dissolution is within the range of 1-15 wt.% in particular, advantageous effects for improving the breakdown voltage, etc., of the electrolytic capacitor becomes conspicuous.
