PROBLEM TO BE SOLVED: To prevent defect caused by the staining of liquid toner on a non-developing surface in the case of producing a double-sided printed wiring board by performing similar liquid toner developing processing after performing electrifying processing to the non-developing surface. SOLUTION: By electrifying one surface of an electrophotographic laminated plate obtained by forming a photoconductive layer on both surfaces of a double-sided coppered laminated plate, and the exposure of a wiring pattern to an electrification surface is performed by an exposure device so as to form an electrostatic latent image. Thereafter, liquid toner development is performed by simultaneously applying bias voltage while supplying the liquid toner 21 to an electrostatic latent image forming surface by using a liquid developing device. In such a case, electrifying processing of another non-developing surface is performed by an electrifying means installed nearly just before a liquid toner developing part 2. Then, a toner image corresponding to the wiring pattern is formed on one surface through a drying stage and a fixing stage. Thereafter, the same processing of the non-developing surface is performed again, so that the excellent wiring pattern without liquid toner staining on both surfaces is formed on a body to be developed.
