PROBLEM TO BE SOLVED: To make the time when each node uses a bus fair without affecting a fairness interval and also to perform communication without lowering the performance of a bus system. SOLUTION: A cumulative bus occupation time calculating means 143 cumulatively adds bus occupation times set by a bus occupation time setting means 142 to calculate a cumulative bus occupation time. When a bus unused time measured by a bus unused time measuring means 145 reaches an arbitration reset gap time, a cumulative bus occupation time initializing means 146 initializes the cumulative bus occupation time. When a bus request deciding means 144 decides that the cumulative bus occupation time does not reach maximum occupation allowable time set by a maximum occupation allowable time setting means 141, a bus request controlling means 147 outputs a bus request signal. On the other hand, when it is decided that the cumulative bus occupation time reaches the maximum occupation allowable time, the output of the bus request signal is stopped.
