PROBLEM TO BE SOLVED: To provide a thermal neutron blocking material having good mechanical performance, durability, and a higher neutron-blocking capability than thermal neutron blocking materials of the prior art and a method for manufacturing the same. SOLUTION: This thermal neutron blocking material is obtained by processing the surface of a metal with an enameling agent containing rare earth metals and contains a gadolinium oxide and a boron oxide as the rare earth metals; that is, the thermal neutron blocking material contains B2O3 and Gd2O3 each by 10 to 20%, is thinner in wall thickness and lighter in weight than blocking materials of the prior art, and has a high neutron-blocking capability, good mechanical performance, processability and corrosion resistance.
