PROBLEM TO BE SOLVED: To quickly and accurately recognize character recognition. SOLUTION: Whether pixels are a part of a character picture is decided for each pixels in an inputted picture by an image area separating part 119. At least a first binarized image and a second binarized image of the inputted image are generated by a binarizing part 120. An image recognizing part 4000 decides a character line in the first binarized image based on the decided result. Then, characters are segmented from the decided character line, and the segmented characters are recognized, and the recognized characters are converted into corresponding font data. Then, the converted font data are combined with the second binarized picture corresponding to the unrecognizable characters, and outputted by an image editing part 107.
