PROBLEM TO BE SOLVED: To attain easy tape affixing and positive tape cutting. SOLUTION: With a roll-shaped tape 2 rotatably-supported in a case 1, the tape 2 is drawn out through a tape drawing-out path 1a up to an affixing roller 4. A tape grasping means 5 equipped with a pair of grasping members 51, 52 is mounted so as to be movable forward and backward along the tape drawing- out path 1a. A cutting edge holder 6 having a tape cutting edge 61 is provided near the affixing roller 4 so as to be movable vertically. With an operating button 7 formed at the case 1 so as to be capable of oscillation and pressing operation from the outside, the cam part 71 of the operating button 7 permits the cutting edge holder 6 to move down for cutting the tape, and the tooth part 72 of the operating button 7 permits the grasping member 52 to oscillate through a transfer member 8 for releasing the tape 2 and moving the grasping member holder 5a forward and backward.
