PROBLEM TO BE SOLVED: To improve an outer looking as well as improve heating efficiency of a solar pannel by forming a snow stopping part placed on the solar cell pannel from a transparent and good light transmission material. SOLUTION: This tool A is comprised of a fixed part 1 having a U-shape in section and an opening portion 11 formed upward and a snow stopping part 2 having an L shape in section, being cut so as to cross substantially at right angles with the fixed part 1 and being positioned at almost the center in the lengthwise direction of the fixed part 1. The fixed part 1 of the tool A is mounted to a roof, and the snow stopping part 2 is placed on a solar cell pannel. The part 2 is composed of a transparent and good light transmission material such as polycarbonate resin. With such a constitution, the purpose is attained.
